李照国教授在ISO/TC249术语工作组会议上的发言

ISO/TC249术语组工作会议日期在北京召开,我会副会长兼秘书长李照国教授作为术语专家组成员出席了,并在会议上代表中方做了发言。李照国教授的发言如下:

Good morning ladies and gentlemen,

        I feel very much honored to have this opportunity to share with you some of the information concerning the history and development of TCM standards studied and formulated in China.

        As is known to all, TCM has a very long history, as long as that of the Chinese civilization. To many people, the history of TCM may be long, but its history of standardization is short. This is, of course, not true. In fact even in the antiquity, great attention was constantly paid to the standardization of TCM, from theoretical study to clinical treatment, from terminology to methodology. The foundation of TCM is Yellow Emperor’s Canon of Medicine. This Bible of TCM not only has laid the theoretical and clinical foundation for TCM, but also paved the way for the standardization of TCM.

        In this great Bible, for instance, the routes of meridians, the locations of acupoints, the size and indications of needles are all neatly specified. When we are reading the monographs published in different dynasties in China, we can find that the authors of these books were always trying to specify and unify the ideas, concepts of TCM theory and practice. That is why TCM enjoys such a tradition of standardization in its academic study. Such a tradition has undoubtedly contributed a great deal to the smooth development of TCM.

        From the 20th century, with the adoption of modern education in TCM and internationalization of TCM, more and more attention has been paid to terminology standardization, especially its international standardization. Scholars in China from different fields have organized technical committees and academic associations to study how to overcome the linguistic and cultural obstacles for the benefit of international communication. They have tried to integrate the approaches adopted in the West and East in order to find an ideal way to solve the problems facing us now. These are some of the concerned dictionaries and books published in China.

        The Chinese government has also made great efforts to promote the development of TCM standardization. Sponsored by the government, hundreds of national and professional standards have been formulated and issued in the past 30 years.

        At the same time, China has also participated in international standardization projects sponsored by WPRO and WFCMS. These are some international standards of TCM terminologies to which Chinese scholars have made their contributions.

        In recent years WHO has made a great step forward in promoting the development of traditional medicine. It has decided to spare a chapter in ICD-11 for traditional medicine. China fully supports this project, and has taken active role in developing this project. To fully cooperate with WHO in this project, China has organized three groups, advisor group, expert group and working group, sincerely hoping that this project could develop scientifically, practically and reasonably. As a member of the terminology group in ICTM project, I personally feel very much disappointed with the current situation of ICTM because it has failed to adopt the reasonable ways from the framework construction to the terminology translation.

        Recently I have published an article in Chinese Journal of Integrative Medicine, suggesting that WHO has to pay sufficient attention to three aspects, to realize the importance of terminology in ITCM project, to understand the professional qualifications of terminology translation and to know the necessity to respect experts. A few days ago, I received an email from Professor Motoo from Japan, he said that he fully agreed with my suggestions and hoped that WHO could take immediate measures to abandon foolish proposals. I sincerely hope that we can set our feet along the right track in the project we are dealing with today.
